Hello, First I believe John is referring to Portage, Wis. not Ill. If a NP, GN or CBQ train is in Portage Wisconsin that means the Q is also flooded somewhere south of LaCrosse, as well as to the north of Lax. Help me out, but if division street is flooded, the detour could not use the Milw out of the Twin Cites, as they also ran through Division Street. When Division Street flooded, the only routes east were the CNW/Omaha (returning to the Milw at Camp Douglas, Wis.) and the Soo Line (Junction City/ New Lisbon, Wis)? During the 1965 flooding, the railroads when detouring, had to leave behind tail end and other none necessary cars, due to train length limitations on the detouring RR's, so detouring consists in 1965 would be none standard. Also many trains were combined, eliminating the need for 2 diners and other cars in combined trains. At the peak of the 1965 flooding when only the Soo was open to the east, the detouring railroads only got to run one passenger train per day each way. All Milw, CNW and CBQ railroads were each allowed one train. So all the Hill roads would be on one long train. The 1965 flood detours made for some very interesting moves.
