It is a sign, not a pocket.

The sign is about the size of a large index card. It appears to be screwed to the wall at the four corners. It looks to be made of 1/4 inch Masonite*, painted very dark green, and lettered in imitation gold with a rough stencil. It is mounted at eye level of the waycar entry door. The lettering reads:

SHIPPING

DOCUMENTS

 

LOCATED

HERE

 

My guess is that it is for First Responders. Any Hazardous Material (Haz-Mat) that is being carried within the train would be documented with the Bills of Lading.
