So the likelihood is that there was agreement for Keokuk among the four roads
that were serving it in the CB&Q era of the 20th century?
This fits the facts as I know them about how traffic was handled.

The RI shippers list will tell you the industry is on another RR, but
not if there is a reciprocal arrangement.
As a general statement, most any midsize city with 3 or more
railroads, most industries had reciprocal switching arrangements, it
was to the individual industries advantage. the only exceptions,
sometimes, were small businesses on the outskirts of a city, where
the home road could keep the competing railroads away.
