I would also mention that there are similarly painted CB&Q RPOs, Baggage Cars, and Coaches at Railroad Museums (Illinois Railway Museum, Green Bay, St. Louis Museum of Transport, etc..) that have been accurately repainted; you might contact them to see if they used stencils or merely hand traced the existing lettering.
