That is a train order signal.  
Just like the one you can get at the Q Connection if you hurry.
Even though a track is signaled often new slow orders or other restrictions 
need 
to be delivered to the trains and before radio this was used to signal the 
train 
even though it may have a signal to go thru the plant it still had to receive 
train orders

On the Castle Graphics site there is a pic of the Montgomery IL tower. There is 
a semaphore next to the tower. What did this semaphore protect?
