Hi Gerald,
I think I've solved the puzzle. I found a photo of a 41 Ford COE(cab over
engine) that is a dead match of the grill and body lines of the dump truck cab
in question. One thing to remember, truck manufacturers of the era didn't
change body(cab) styles like they did with cars. This makes it a bit more
difficult to pin down an exact year as I don't know the date range of this Ford
body style. Ten years of production is not out of the question for trucks of
this era. On top of the manufacture date range, most truck owners ran these
their trucks until the wheels fell off.
As far as commercial models of this truck, none that I'm aware of. I enjoy
building HO scale vehicles of various eras that match my CB&Q layout. There
are some great 30's to 50's resin car and truck kits available, but not this
Ford.

I'm also interested in MOW trucks and checked a couple of my truck sites to
see if I could narrow down the truck. Thus far it appears that similar cab
styles were in use in the late 30's through the 40's by several manufacturers.
I've found both Ford and GMC cabover's that look similar. The GMC looks a bit
closer.
I'll do some more checking to see if I can pin it down better.
