They actually made it into Sheridan Wyoming quite often before the Merger and 
on mixed freights.  I suspect they were put on in Alliance and ran through to 
Laurel Montana were they were turned and sent back East. It seemed to me you 
would see them West bound and again the next day East bound.  A Lot of the 4 
axle GE power made its way through Eastern Wyoming.  If I remember the U25Bs 
were sent to this route to replace  the SD7/9's so they could be sent back to 
Illinois for coal service.  It would be logical that the 28's would also end up 
on this route.
