That was easy..... here is what C-D-S says about their lettering set for very 
early C&S equipment:

"The C&S lettering style used only on car series built by St. Charles Car Co. 
in December 1898.  This was just before the C&S was formed."

Back to the drawing board!!!

  I am not sure what "St.Charles" Roman is.   I'll try to Google it and see if 
it is the name of a typeface or maybe a reference to the St.Charles Car Company.
  I have the BRHS Steam Locomotive Lettering Sheet but it only shows 4 digits 
and is a "cartoon", not a stencil drawing, meant for showing general placement 
only.

    The Grandt book on freight cars refers to the style as St. Charles Roman. 
    Not sure but suspect this is the same for passenger equipment, Also, the 
    Burlington Historical Society has a locomotive lettering sheet. Hope this 
    helps.
