Hi Mike,

It depends how the former right of way was sold.  Most of the time 
the new owner (farmer or rancher) of the right of way also gets the 
culverts and bridges and is responsible for them, either to maintain, 
remove or ignore.  If the land deed has a reversion clause that can 
also affect the land transfer.

If I remember correctly, out west there are very strong "no Trespassing laws"
