Saw information from Steven Holding. Everything makes sense as it
would be expected.
I had 42 years as Agent/Operator and Dispatching. "Form 31"?
I would say that a few existed but would never be used.
I see he mentions waycar not getting an order. That was rather
common. From my point of view if the head end had it that would
be enough. If the rear end was interested they would usually have
the head end read in on the radio. On the other hand I think some
Conductors probably were not interested. That's up to them.
I can say that the one head-on wreck that happened at Maiden Rock
both the head end and rear end had orders just as required. I was
glad of that. When your have to trains hitting two trains head-on
people do start to ask questions. One train was standing still as
required. The other train? They were going 49 MPH and should have
been going thru a crossover at a much lower speed. The crossover
had not been used. Things happen.
Incidentally I did Dispatch Sioux City to Ashland for oh, about eight
months on that job. It's rather slow with all the rules involved.
