Charlie, when I looked into these a couple of years or so back, the
specs were changed during construction.
I reported what was found at the time on the PCL list. Basically,
the original spec indicated building for the CB&Q, revised to Pullman
Lease pool during construction.
No reasons are provided for the change, just the note that the specs
were modified to conform with construction.
