The date is definitely well after Amtrak made its selection and would be
consistent with Amtrak having not selected the cars.
I guess the question would be is why the two diners had the high estimates
for deferred maintenance.

Date on photo is May, '77, 6 years after AMTRAK. I can remember some
cars in the NP Comm. Yard in '72 & '73 having vandal damage. They were not
protected by railroad Special Agents. Anybody had free run of the place. The
cars at NP's Miss. Yard were the same way, BN had two guys in the yard office
all the time, but, they were not armed and did not patrol the yard. They
weren't even rr cops, just a make work job because they had high seniority and
no real railroad trade.
