I had thought to answer the query with an off-the-cuff reply : "The 
same difference as in the meat and produce drawers in a standard 
refrigerator in your house".

And yet that isn't such a flip answer.  One real difference, aside 
from the mentioned ventilation issue, is the ability and need to 
control the temperature through a variety of ranges (for produce) or 
maintaining it within one fairly constant range (meat).  The ability 
to ventilate or not also includes the variations on the hatches on 
top (typically) of the car.  Another difference includes the loading 
(aside from the hooks and rails) and the ability to blow ice 
throughout the car to cool the entire load as well as having the ice 
in the bunkers.  Include the provisions for the dispersion of salt as well.
