Keep in mind that even today the AAR field manual of interchange rules are
clear. If the car is kept on its' home rails the owner can operate the car as
it sees fit. It is my understanding that there are cars in service in 2007
w/friction bearing trucks and also others w/converted sideframes. Both items
have been banned for several years under interchange mechanical requirements
but
as long as the cars stay on home rails they can operate.
