And, to move this up to the present day, who, at this
time, performs interchange inspections? You get on a
train and there should be an air slip. If the locomotive
cards are not signed for that day it's the Engineer's
job. That's the extent of the inspection.
For example H-CSXPAS, I think, is made up at Willard.
Gets a terminal air test there. Next inspection point
would be Northtown and even that may not be a formal
inspection for that particular train. Train is humped
and as portions leave in various trains they get a
terminal air test.

Keep in mind that even today the AAR field manual of interchange rules are
clear. If the car is kept on its' home rails the owner can operate the car
as
it sees fit. It is my understanding that there are cars in service in
2007
w/friction bearing trucks and also others w/converted sideframes. Both
items
have been banned for several years under interchange mechanical
requirements but
as long as the cars stay on home rails they can operate.
