1950 or maybe even 1949?? I don't have any material that pinpoints exactly
when the power cars were built and the coaches air-conditioned and
vestibuled, but it would be in time for the introduction of the Bilevels.

Of course you have a source that pinpoints the conversions. Look in your
"Burlington Passenger Car Roster" by Glick on pages 95 - 97. Look at the 7100
series coaches and look at the "Date Rebuilt" column. This is when the coaches
came out with the new Suburban Service look. The earliest one I see is from
January 1949 and it looks like they did about two a month. Also page 35 of
"Burlington Route Across the Heartland" (what a great compilation of photos!!)
has one of the cars wearing the new scheme in 10/49.
