[CBQ] Metropolis

I got a copy of the Burlington Bulletin #35, "The Q in the Coal Fields" and I 
am trying to find out a few things about CB&Q trackage around Metropolis, Ill.
   
  1.  When did UP/C&EI abandon their trackage into the Joppa Power Plant and 
gain trackage rights over BN?
   
  2.  Where does the UP trackage rights end?  At the power plant, at the 
begining of the Paducah & Illinois line, or do they have rights into the TVA 
plant at Chiles, Ky over the P&I?
   
  3.  Does the CN/IC have rights over BN into the Joppa Power Plant?
   
  4.  Does Paducah and Louisville operate over any any of the above mentioned 
trackage?
