Yes, ballast is both sprayed with anti-freeze and covered for
winter derailments. I think this practice post-dates the CB&Q.
Since they had a fair amount of roundhouse space it was used
for this purpose.
In addition I never saw a 160M or 161M car loaded with ballast
until well after the merger and very rarely even then. They
were not constructed correctly for ballast service but, as it
turns out, they do make excellent tie cars. That is why so many
still exist today.

I also recall seeing many temporary covers on normally open top
hoppers in grain country. However I've seen another application
(whether the Q ever did so for this reason, I cannot say). Namely on
C&NW (& UP since merger), a couple hoppers of ballast had covers on
them for winter storage in Wisconsin. Normally ballast work is done
in the spring and summer so freezing is not a concern but a few
carloads were kept in storage during the winter for emergency

PS - as I recall the covers for the Q hoppers were made @ Havelock?
