I also recall seeing many temporary covers on normally open top 
hoppers in grain country.  However I've seen another application 
(whether the Q ever did so for this reason, I cannot say).  Namely on 
C&NW (& UP since merger), a couple hoppers of ballast had covers on 
them for winter storage in Wisconsin.  Normally ballast work is done 
in the spring and summer so freezing is not a concern but a few 
carloads were kept in storage during the winter for emergency 
application.  Gerald

PS -  as I recall the covers for the Q hoppers were made @ Havelock?
