The ICC valuation records are in the National Archives. They were moved
out to the College Park office a couple years ago.

Has some tips on doing reserch unfortuantly the links are dated as the
acrchives changed their address. Currently their address is
http://www.archives.gov/
be warned you could probably spend weeks looking at what is there.
