Seems to me that I've read that the open sections were "popular" (yeah, I'd rather ride in an Open Section than a Roomette!!) because the US Government would only voucher for an Upper Berth, no upgrades to a Lower or any better accommodation. Until the Airlines were allowed for normal military and government travel, this helped keep the Open Section and figured into the development of the Slumbercoach as well as "thrifty" vacationers and business travelers.
