Ray,
        I suspect a lot of us would be interested in these photos,
although I don't know if they will answer the question you pose about if
they were in service or newly delivered from EMD.

I have photos I took in the early and late 1960's at Clyde Ill yards
with 
engines carring C&S marks. Will have to dig them up, could be that they
were 
just delivered from EMD.
