The freight main line was always single track. The passenger main
ran via downtown.

Is it a bottleneck? Yes it is. Chances of change? Zero.

South of Grand Crossing it crosses a wetland area and South of that
is one of the most desirable residential areas in La Crosse and a
golf course. Would not even be worth trying.
