FYI, just a couple weeks ago there was a Washington Post article on
a very serious proposal in Congress to provide $71 billion (yes, Billion)
for high speed rail construction -- track and signalling -- over 10 years.
This money would be in the form of grants, low interest loans, and zero
interest loans, directly to states. This is roughly 3-4 times what Amtrak
said it would need to create high speed corridors around the country.
The states could pay Amtrak to operate their corridors, or new carriers
or quasi-government agencies could enter the high speed rail business.
None of the money in the bill would be for equipment!
