Yes, that is true. And picture yourself out there with
three hoops. The head end was easy as the Fireman would
generally open the correct door and step down one step
so he was easy to reach. Then you started playing guessing
games. While the Flagman was usually in the rear car the
Conductor could be anywhere.

Marshall and Others:

Normally, only the engineer and fireman were in the cab on passenger trains.
The brakemen, in uniform, were in the cars. A baggageman may have been in
the baggage car to work the car and sort company mail.

Do you recall that an operator prepared three copies of 19's for a passenger
train. One for the engineer, one for the conductor, and one for the
baggageman, or picked up by the flagman (rear brakeman).
