Why do they need 300 feet of clearence!     River barges are not that tall or the towboats that push them.   If the 300' means wide they will not fit thru the locks( the  American Queen bearly fits a

I would say it is horizontal clearance not vertical, checking a drawing at LOC it says the swing span is 365' now so the lift span will be shorter but without the center pivot it will have more clear
