While it's clearly in Chicago, I would be inclined to agree with Leo that it may be the Roosevelt Road turntable. I've seen one other photo taken there — it's in a file folder in my material now in storage in Naperville — and this looks like the same location.

Louis may be correct but pure speculation on my part would be to search for photos of the roundhouse at Roosevelt road that handled passenger equipment. It was east of Roosevelt where we all remember the REA building being located.
I seem to remember reading somewhere it was removed as a part of all the various relocations invoked with building CUS and the new freight houses.
