The term "Director" implies a position of authority, higher than that of Conductor. Since the term appears on a uniform hat, one assumes that this position would be located on a passenger train, rather than in an office or headquarters.
I did a Google search for "what does a railroad "Passenger Director" do" and got an interesting contemporary definition from Korea Rail: Passenger Director (旅客專務) refers to a position that oversees and performs the boarding duties and passenger transportation of passenger trains of the Korea Railroad Corporation . Performs the role of a so-called deputy chief . Originally, Passenger Manager was an abbreviation for the Japanese term Passenger Manager.[1] However, according to KORAIL standards, it is a higher position than a deputy manager. In the case of high-speed trains, KTX is called a ‘train team leader’ and SRT is called a ‘cabin manager.’ 2. Detail The Korea Railroad Corporation has a train boarding office under the boarding office of each regional headquarters , and passenger executives are assigned to work here. Another source (Network Rail/Britain) gives the resume of a top level executive as follows: "Jake Kelly, Managing Director, Eastern region Skills and Experience Jake has worked in the rail industry for many years and held numerous operational, commercial, strategic and project delivery roles – in both the public and private sectors. It is interesting to note that the term "Passenger Director" appears outside of the U.S. (Britain and Korea) in contemporary terms, while the Burlington Uniform Hat suggests a period of 50-70 years ago (or older). So, it is possible/probable that the U.S term (Burlington) may have been elevated and assumed greater responsibility over the years. In any case, it appears to be a position with higher authority and responsibility. _._,_._,_
