Hi Bryan,

I didn't know the answer, but it made me curious.  I did some Googling and didn't find much.   

I did find a reference to it on a UP site

On that page it lists under the category of Passenger Train Personnel: 

• Passenger Director
  Directs and manages passenger traffic, provides information relating to passenger travel.

The category means that this is a person actually riding the train.   I'm guessing that he performed most of the conductor tasks that dealt directly with the customers - checking tickets, updating accommodations, and answering questions.  Perhaps as a sort of concierge.
