I suppose this could be quite possible in that the E7s weren't used much for the Dinkies as their acceleration wasn't as quick as the 8/9s.

Warren,

 

GN only had E7s and they had problems with Rocky Mountain and and Cascade mountains by  burning out traction motors. They then used F units. The E7s were then assigned to the Badger/Gopher, Internationals, Dakotan, Red River, and maybe some others. late 60s saw the SDP40 and 45s powering the builbers and Western Star.
