When I started in Edgemont, the 3rd. Sub. was still dark territory.  You'd be in the depot in Gillette, and hear the Dispatcher; "19, copy a bunch."  The Operator would have a stack of Forms and carbons as thick as would fit in the typewriter already 'built' to copy.  The Form 31s were yellow, presumably account they restricted you at the point of delivery and they wanted you to notice them.  I never got a Form 31, but the Rules required you to stop and sign for them.

I know of one case where a 31 would have been the right Form to use.  The long siding between Rozet and Campbell had four crossovers in it: A, B, C and D.  Crossover C was only a few cars east of Donkey Creek Jct.  One day, an eastbound load was coming off the 6th. Sub., and was supposed to take siding at Crossover C.  By the time he got and read the Orders at Donkey Creek, he was past Crossover C and had 'run a meet'.   I believe the underlying cause was the Dispatcher's not knowing the short distance involved, but I think the proper course would have been a 31 Order that he had to stop for and read before he proceeded.
