Weren’t the only cars assigned to strictly Kable the “Jeeps”. There’s a Bulletin coming soon that may fill in some answers.

 Based on my experience as Late as the late 1970s cars in pool service

for General Mills, Carnation and Del Monte each had a waybill. Especially in pre computer days a car simply wouldn’t move until it had a waybill. 

Even if the car was

in Assigned service or pool service.

Finally remember it is the waybill that got the RR paid.
