I’ve also wondered the same thing. According to the Burlington Bulletin on the M-4 2-10-4 locomotives, they were built with single chime whistles. These were replaced with 5-chime whistles over time. I also see references to CB&Q 3-chime whistles but have no idea what engine classes had these or if they were also replaced with 5-chimes in service.
