In partial reply to your first question, I recall seeing the 83700 series cars at East Yard in Grand Junction, Colorado.  Western Slope Steel was an accomplished fabricator of steel structures, particularly Interstate highway bridges, and as such was a regular consignee of coil steel cars via the D&RGW.  While that does not answer your Twin Cities line inquiry, it was evidence that those cars did roam system wide.
