Checking with friends in Omaha and they are saying this is probably on the Omaha & Council Bluffs St Railway, a streetcar line. I am trying to get additional info.

This looks a lot like the Industrial absorption chillers we had for air conditioning at Gerald Gentleman Station Power Plant. Ours were even larger but very similar in appearance and manufactured by Trane.

The car is CB&Q 89146 which would be an FM-14/FM-14A. If you increase the photo to maximum magnification, it has a built date of 03-40. Here are the links:
