Aaron,

The speed limits can be pulled from the employee timetables. Several 
from the Chicago & Aurora division and the LaCrosse division can be 
found online at:
http://wx4.org/to/foam/maps/and_timetables5.html

If you need more than that, you can ask about a specific time period.

If you have not looked at them, you may want to check out the annual 
Trains magazine passenger train speed surveys they published until the 
late 1960's. The Chicago-Twin Cities trains of the Q were almost always 
at the top of the list.
