If the gondolas were built in 1967, I think the roofs would no longer be required to have running boards on them.  I think that time was around when the requirement for running boards was no more.  

I think they were optional for a year or two and then no longer required.

The series that ScaleTrains is running is the 83400-83599, which, according to the Havelock builder photo I have looks a lot different.  Is it possible that this photo was taken before the roof walks were installed?

Here are some shots that give a good representation of the early roof.  The color shot is from Hol Wagner, the others are from the collection of Bat Masterson, one of my freight car mentors and co-conspirators in modeling freight cars when no one else noticed! Jim
