According to the summary of Supreme Court case United States v. ICC, 396 U.S. 491 (1970), there were four groups that filed suits to stop the merger:  (1) the United States, through the Antitrust Division of the Department of Justice, (2) the Northern Pacific Stockholders' Protective Committee, (3) the City of Auburn, Washington, and (4) the Livingston Anti-Merger Committee.
