Toll payers, yes. Even though it's not charged to motor fuel taxes, 
taxpayers do pay higher taxes in other ways because highway rights of way 
aren't taxed. Also, auto drivers pay excessive tolls to subsidize, well, 
UPS, the biggest consumer of the toll road.

To a lesser extent, the tollway is used to move freight within the Chicago 
area that would have been moved by rail, and sometimes, it's even used to 
move freight between rail yards.

My argument would be that a more efficient local railroad network for 
freight would be more efficient that trucking and this inefficiency costs 
the economy more in transportation and distribution costs, and it's a heck 
of a lot more fun to photograph.

I don't mean to offend any fans of truck haulage.
