Not just a wood walkway, there is a diamond right in front of the loco, and a gravel covered street or driveway at the very bottom of the photo. So a tower is certainly in the area.

Bryan, et al.

The lower left shows walkway crossing the track.  Above that appears to be a wooden box extending across both tracks at this crossing.  This suggests to me that there is an interlocking tower out of sight at the right side of the photograph.  Perhaps that will help with the identification search.
