I am quite sure that the layover heaters were applied by the Q and not by EMD.  But whether the covered or uncovered version came first I can't say.  Attached is a color view of another NW2 (9245) without the cover, though it's not a great shot.  Also a color view of 9231.  I probably have 25 or 30 views of NW2s from the left side but not the right, so they're not helpful here.  And neither the assignment sheets nor the diagram sheets make any reference to layover heaters.  Not knowing when they were applied, searching AFEs would be a very time-consuming project.

If anyone wants to see a better quality view of the 9151 photo that started this thread, let me know and I'll post it.

There is an interesting nuance on the layover heater compartments between the SW1 and NW2s. On the NW2s you will notice a square air inlet on the lower side of the compartment, just ahead of the cab. This is not actually for the layover heater but is for the rear traction motor blower. At 600 HP the SW1 did not need/have traction motor blowers. (As an interesting side note, the later EMD SW600s did not have TM blowers either.) The 1,000 HP NW2s, however, needed TM blowers. Since the rear TM blower was located under the cab floor, basically right below the engineer's control stand, a air inlet vent was placed at the front of the cab down by the walkway. The TM blower itself was driven by a belt and pulley system. The drive pulley was taken right off the back of the main generator. Since the front of the cab was now blocked by the layover heater compartment, the rear TM air inlet was moved to the side of the compartment. If you look at Hol's photo of 9244 with the exposed layover heater you can see part of the TM blower air inlet at the front of the cab.

This brings up some interesting questions:

1. Were the layover heater compartments added by the Q or did these switchers come from EMD with the compartment? My guess is that they were added by the Q on an as needed basis.
2. What switcher got the layover heater first? 
3. Assuming the Q added the layover heaters, was 9244 the first NW2 so equipped, after which the Q decided to put the layover heaters in compartments, or was 9244 one of the last, with the Q experimenting to see if a compartment was really needed for the layover heaters?
