The metal box attached to the bottom appears to be similar be what the MORTON MANUFACTURING COMPANY of Chicago used on its foot stools for decades prior to the AMTRAK era. The stool in question very well could be an early MORTON stool since the "Q" shops may not have had the manufacturig capacity to produce a stool for every passenger / commuter car in its extensite fleet.
