Peter,

The locomotive in the photo, no. 1451, is a class D-1 2-8-0. That photo is 
quite a bit before USRA which produced locomotives in 1918, 1919 and possibly a 
few in 1920. None of the USRA tenders were of the slope back type. No. 1451 was 
built in 1884 by Baldwin and originally numbered 451. In 1903, it was rebuilt 
as a G3 with the same number. So, your photo dates before 1903, possibly pre 
1900.
