That appears to be a standard gauge body on a narrow gauge running gear. The steps are at a very odd angle. Could they have gotten the running gear
from a C&S narrow gauge caboose?

Hol - Can you tell us the history behind CB&Q 9 (or whatever road number it once carried) now at Pioneer Village in Minden, NE? The Museum calls the way car "narrow gauge," but obviously
it was a standard gauge car. Is this way car complete with original wheels? Hard to tell from your earlier image that I've enhanced and attached. Almost looks like Pioneer Village ended-up with a car body that they later added wheels to. Thanks - Louis
