To expand on this, I'm not really modelling the L&N. I'm modelling a scenario where the NC&StL acquired the Evansville-St. Louis line. I think that in case the Q could be pretty helpful providing a direct to the NC&StL at Paducah for traffic headed south.

If it was going east, it went by a "friendly" connection with the B&O. If was going south, then it was interchanged with the NC&StL at Paducah. L&N interchange to Q was at East St. Louis. Of course, the shipper could specify otherwise. Q power was steam, 2-8-2's and 2-10-4's.
