Peter, A few things. Firstly, this link should be a good start for you. https://www.loc.gov/collections/sanborn-maps/?q=Monmouth The Sanborn maps were created for insurance purposes, and many are now in the library of Congress. As for buildings, there have been many articles in the hobby press regarding scaling a photo in order to sketch up a plan which can be used to build a model. There are also many articles on building a model from plans. I'd strongly urge you to read up on those techniques. It's really not that hard. Mainline Modeler was perhaps the best such magazine, RMC, MR, Model Railroading, and RMJ can also be good sources. Some of those old magazines are available free at trainlife.com, others are for sale at kalmbach.com, or the c&o historical society, or elsewhere. Also consider what level of fidelity will please you. A kit of something similar might be close enough for many buildings, and many cars. Eric Hansmann has a blog which talks about modelling the 20s.
