The track you reference went to a large elevator complex on the river. I also vaguely remember traces of a coal yard in that spur.
As to interchange by the early 70s and later that I witnessed the interchange was in the respective yards via the MILW main.

It is interesting to note there are three pairs of diamonds on the model board for three Milw tracks to cross the Q. I believe the lower pair went to Milw industries by the river and possibly a EB Q interchange track?

I don't recall seeing a photo of this before, but it is great for showing the interlocking layout. 1. Does anyone know if this was saved? Perhaps at the Savanna historical society museum? 2.
