Hmm, if that's where the location is we should be able to see US30 to the left right alongside the Burlington mainline.  I know highways in the past wouldn't have had as large of right-of-way as today but there doesn't appear to be anything to the left side of the photograph.

That image appears on p. 85 of Karl Zimmerman's Zephyr book.  It's identified as a Chicago-Dubuque excursion trip operated on March 17, 1940 using the Silver Streak Zephyr equipment before it was placed into regular service.  The train is westbound between Waterman and Shabbona, IL and has just crossed C&NW's Sycamore-Spring Valley line.
