My guess would be that they are simply from different eras, the simplified version coming later after the earlier one was deemed too expensive to produce.

Looking at service badges which have appeared on eBay, I notice that some – like your 38 years’ service - appear to be moulded complete with the red band while others appear to be printed without the red band. Any idea what the difference is? Was one the formal
service award and the other for wearing on uniform?
