I would say the easiest match is the Athearn Genesis bi-level auto rack <http://www.athearn.com/Products/Default.aspx?ProdID=ATHG29591>. It uses a Bethlehem built TTX 89' flat car (Class 89FH) with a Whitehead & Kales bi-level auto rack. That would be a match for this car from the Morning Sun Auto Rack Color Guide Vol. 1:

BTTX 930172 - Built November 1966 by Bethlehem Steel as part of Trailer Train series #930162-930246 (Class F89FH). It has a CB&Q Bi-level auto rack which the caption states is a Whitehead & Kales second generation Rack #747. The racks are from a series #744-748.

The Athearn car has been out of production for a while. I have some friends who have them. They are very nice cars.

I heard the old Accurail bi and tri-level racks (nee-Custom Rail) has some issues, but I am not sure how they matched up to Q racks and TTX flats.

Leo has a good point on replacement racks/racks changing cars. Racks were designed to be removable. Most color pictures of Q racks are from the 1970s when they stood out for still having the Burlington Route herald. There are few color shots of Q auto racks with TTX series flat cars in 1960s and I know those cars/racks have not been done in plastic.
